  We have been hearing that every so often inside lanes of dual carriageways are coned off while council staff/contractors attempt to clear some of the rubbish. How about this being done by people on community service? 3 way result in my view.
  
  a) Suitable punishment for minor offences.
  b) It might give a sense of satisfaction of a job done to many who have not had a job before.
  c) Because of resulting delays drivers particularly truckers might think again about their filthy habits especially the latter who in many cases do not get paid until the job is done.
