    Jan, I am like you a taxpayer. I also pay council tax.

    What we need is less tax paid to the central Treasury, more tax to the councils, such as a percentage of income revenue.
    Local Government would have more responsibilities, but could not borrow money or incur into any public debt.
    It would result in more accountability.
    It would create employment locally, especially if the council had to pay JSA and received no refund from the Government for housing benefit. Currently, the Treasury pays job-seekers allowance and refunds councils for housing benefit.

    If the district council alone had to dish out the money (or even the county council), in return for receiving a proportion of income tax and corporate tax, they would have to ensure out of financial necessity that local people get local jobs, and in our particular case I'm thinking salad factories here, wear-houses (Margate/Folkestone), fancy box and seasonal crop gatherers.

    All humble, but every penny adds up.
