It would come as no surprise to me to discover that all such expenditure is VAT exempt. Which is something, i.e. one less excuse.
The replacement costs would be neither here nor there if only there was a wear-and-tear payment scheme agreed.

We should reclaim the costs once the Libyans are back in the oil business.

If you think our costs are bad just look at what the Yanks are giving away to the Iraqi's .It cost a couple of billion to produce not including shipping costs.

One of those Hummers with a gun turret would be useful for sorting out Market Square late at night.

The Americans are sending all that equipment to Irak, Marek, because they're tired of their own soldiers being blown to shreads in that country.
Irak is not a peaceful country, it's torn by ongoing attacks against soldiers and police and bombs going off in markets.
What a total shambles!

It equates to the same, Marek! Insurgency in Irak is there, and the Americans wish they could just get out of it. It's a question of which soldiers get bombed to shreds, American or Iraki.
Hence the armoured vehicles.
