Where are you proposing to "cover over" graffiti then Alexander? Not Farthingloe I assume as that isn't part of the scheduled ancient monument?
You'll need to approach English Heritage as they own most of the areas that I have seen the worst grafiiti (also some of the CGI property is bad), but they won't allow it to be covered over it will have to be removed. But the areas with the damage aren't areas available to "public visiting the area"
We have previously tried to remove graffiti on the Drop Redoubt and struggled with 'normal' remover as i wouldn't even start to remove the paint and the bricks being extremely porous it take a lot of specialist work to remove it which isn't really a volunteer job, I would suggest that it needs high pressure equipment which isn't easy given the access restrictions.
If you really want improve the area why don't you turn up and help WCCP or WHPS on one of their regular work parties, both of which regularly report their efforts to the press. Cut the grass paths you moan about, do a litter pick, regularly go up there to keep an eye on the Heights, lots can be done and is already don't by small dedicated bunches of volunteers....
