As I have said your idea isnt't realistic, getting the sort of funding you are suggesting isn't just available to 'just cut some trees down and a bit of weeding' as you call it costing millions of pounds. It would need to show a long term benefit to the heritage and community which means getting it open to the public and saving it on an ongoing basis and for it to become self funding rather than asking for more money every year.
The Heights is part of the bigger picture, it cannot be taken in isolation from the rest of Dover - we need to ensure that the Heights fit into the overall strategy for the town.
You also need to look at the definition of the word "preservation" - it doesn't necessarily mean preserving it in aspic, but also it could be finding new uses for buildings to ensure that they have a future - just look at Oxford Prison Hotel or Golden Hill Fort on the Isle of Wight converted to apartments. It is still preservion in a different form.
