My final posting on this as this is quite a pointless discussion as you just keep moving onto another 'issue' without coming up with any REALISTIC suggestions....
Of course a lot of what I have posted is just theory, but a theory with a lot of thought behind it.
A business case obviously cannot come until the developer comes up with a plan for Farthingloe and the Western Heights that both produces the profit they require, but also meet what the majority of stakeholders (EH, DDC, Heights Residents, Home Office, WHPS, DTC, English Nature, people of Dover, etc, etc) see as a reasonable compromise. It is going to be a compromise as it isn't that ideal world that you want Alexander and there will be give and take.
Once this sort of detail is bedded down, there will be an idea of what money would be available to spend to preserve the Western Heights and what sorts of additional funding it could open the doors to. Only then can we see what is possible and if the 'damage' that is caused to one bit of the monument will be massively overshadowed by the overall benefits that the Heights and Dover could see from it. The loss of 5% could save the other 95%, but without it the 100% could be in danger !!
As I have said before if the benefits aren't substantial, I for one will definately be against it.....
End of discussion on my part unless you come back with some "real world" solutions !!
