It's all to do with party whips.
If Charlie dared challenge DC on this one, and DC won....
But would Charlie gain the support of the electorate if he remained silent?
Everything now is boiling down to Tory values, Charlie would need to take a clear and tough stance on this one, and campaign openly to challenge DC (and Osborne). In fact this latter is with the PM on the issue.
Does Charlie have the stamina to stand up and openly challenge the Tory Prime Minister?
