    Howard, much, much and vey much discussion has already happened. We are a very long way down the road.

    As posted before, the first route that will be tried is the one of cooperation with what will be, by the end of May, essentially a new DHB. Only if the route to communitisation through cooperation with the revised DHB fails due to non-cooperation from DHB will the options provided to Ministers in legislation be utilised.

    It's very odd, but pretty much everyone that I speak to outside of Dover who is involved in the Maritime Sector or Government is convinced that the Port of Dover will, one way or the other, be communitised and mostly they are more optimistic on the timescale that they believe it will happen in than am I.
