    The above is a very brief extract from the Act, which is nothing to do with privatisation of Trust ports. Ministers have all the power that they need to approve a sale under the 1991 Ports Act.

    The Public Bodies Act grants powers to Ministers to create an order requiring bodies listed in Schedule 5 of the Act to transfer all their assets, functions, rights, duties, responsibilities and liabilities to an approved body or person as specified in schedule 1 of the Act. The DHB is listed in Schedule 5 and Industrial Provident Societies, Charities (of certain types) and others are listed in Schedule 1 of the Act. An order, once made, is subject to 24 weeks of Parliamentary Scrutiny and amendment before the final order can be enforced
