The Port, in order to pass to the local Community, would need a Board of professional people to run it on behalf of the Community. These should be nominated or appointed by a Government Authority, Central or Local. This Board could even remain DHB.
The MP is not authorised to make such decisions, and yet he and the other members of the DPPT board are proposing themselves to nominate and appoint who should run the Port of Dover and how to manage local regeneration.
None of these eight people have been elected to the board of which they are members, nor have they been appointed by a Government authority.
The impression I have is that DPPT are using £10 notes from shares to campaign and lobby to take over the Port.
This goes beyond Public Consultation, and probably deviates from it.
I'm not sure if DPPT had the right to sell shares as a charity that owns the Port when it did not own the Port.
When the sale of DPPT shares started, last year I think, I did inform the DfT and sent them a copy of a request for money, noting that they do not own the Port, while at the same time noting that the public consultation is still ongoing.
