    the political parties(particularly) the conservatives need the shirkers.
    that is why nothing has ever been tried seriously to solve the situation.

    instead of the public pointing the finger at the government for social problems, they have the underclass to blame.

    this then leads the tabloids i.e. sun.star,mail and express to demonise them and sell newspapers.
