  I found this hard to credit too when I heard. The tale as I heard involved a bunch of passing Chinese tourists. I must say your take on it is more plausible, not that plausible is the right word at all.
  It is certainly not true that the police must act against any and all infringements of the law, the discretion that comes with the warrant is the most important aspect of policing, I would say.
  How racist must anybody actually be to act at each opportunity to make themselves look otherwise?
