There is the (District) Council's noise polution hotline you can call if noise is a serious problem late at night.
When I was delivering the leaflets for the Clarendon Alley clean-up, I was in the top road and it was about lunchtime and the noise/music coming from one of the houses, was deafening.
I thoughht I ought to phone the Council on behalf of the people who lived next door or close by, but daren't complain.
When I got through and explained who I was and what was going on, I was told that I needed to be a resident not a passer by and so they would not do anything about it.
I found out later that this young guy plays very loud music - and I mean VERY LOUD music every day and upsets virtually all the neighbours, but no one will complain, so he continues doing it.
I don't know if the PCSO has spoken to him since - I'll find out.
