There are a LOT of jobs done, (in a small way, by the voluntary sector), which COULD be included and not affect regular wage-earners jobs, these could be undertaken under any payback scheme.
'Hard labour' in the past was severe, but nowadays, it SHOULD be meaningful and as has been said, should make good/repair some of the damage and some of the hurt that has been caused.
Clear graffiti, clear litter on derelict property (which is not done by Councils), clean public places like railway stations etc. if not already covered by regular labour.
Help clear and tidy OAPs and/or disabled people's gardens if they cannot do this themselves, and perhaps emergency work which is often done by the army.
Special projects where volunteers are often called in too.

far too obvious a solution kath, our betters will find a way of not going along with it.
there is not a city, town or village in the country that is in a position that they would not find a use for miscreants.
it might bring many back into the mainstream anyway by giving them a sense of pride in the achievement of making somehing look better.
I can only agree with Kath and Howard. There is so much potential positive activity waiting to be done.

I wonder how many more times this idea will be suggested and come to nothing? They must think we were all born yesterday. Probably all on holiday and just ring the office and ask whoever is left to shuffle the pack and come up with some weary old idea to convince us they are doing something. Won't happen.
