KCC budget cuts

(Of course, I am not suggesting for one moment that there is any connection whatsoever between these two states of affairs.)

AFAIK this goes back to the Lib Dem coalition when, as a sop to the muesli munchers, £10 million was allocated for council re-cycling promotion.
There was a very short time-frame to apply (I think there might have been an election coming up). Dover and Shepway applied and were pleasantly surprised (i.e. totally gobsmacked) to find they had been allocated £3/4 million.
