Hold on, if DHB have the terminal built before said takeover, then this leaves the question unanswered, Brian:
DHB haven't said they would borrow money from the City to built the terminal.
Hence my question: with whose money will the terminal be built, if this is to come about under DHB?
And when will the terminal be completed in time for the handover to the person's port?
Alex, if you mean your mythical rail terminal then nobody has any plans for one so the money is not a problem. All that DHB and DPPT have said is that land has been set aside for any small rail interface should future developments make it desirable. There are railway tunnels under the sea and the railway lines no longer end at Dover so there is no call for a rail terminal.
If you mean the hypothetical T2 terminal, then the DfT outlined several ways of financing this to DHB in their letter giving their reasons for turning down the DHB privatisation proposal.
