If there is a future conversion to increased transport of freight by rail, this will take place at international level, as Roger points out.
Therefore Dover would give proof of being Britain's first Port by opening the door to rail at Western Docks and not going in the completely wrong direction, which would be to put everything on road-transport.
It all depends on good planning in advance, which is why my representation to the Ministry of Transport proposes the rail link.
In fact, to build a T2 dedicated solely to road transport, and only afterwards realise that it should have been designed for rail, would have been the repetition of Burlington House 1000 times worse!
We must get this one right, and I am sure the Ministry for Transport will make the right decision in regards to the type of T2 needed.
