    I am confident that to manage the problem we need to see that the term "addict" covers many forms. Addicts are not rational - the need for the substance outweighs other matters - but also may not be criminals - at least not the kind that get caught! Addicts can be charming or ruthless, shabby or wealthy.......the common characteristic is the addiction and the drive for it.

    It is not a simple matter, and addicts are not all scum - the guy who killed the elder in London may or may not have been an addict, whatever, he is now a killer. Some addicts will do anyting for their habit, some don't need to. If there are no benefits coming in it will create a need. Yes, we can do it better!
