Indeed David , you are right DDC will not regenerate Dover, only the private sector [or in partnership with others] will .
DDC put in place the planning policy, policies, CPO powers for it to take place & where possible acquire those sites to prevent that blockage. The market either responds or not. The market will respond if it sees economic benefit. DDC is not preventing retail coming to Dover Town Centre. We regularly trawl the retail names that the public would like but Dover's economy does not match their investment profiles. If it had we would not be having this discussion. They would knocking at our door not the other way round.
The DTIZ scheme is a Bond City scheme that received majority public support when consultation took place on the original & revised scheme & gained majority public support at planning stage. DDC owns sites, Bond City pays the planning/development costs not DDC including CPO costs & CPO acquisition costs.
DDC will be the decision maker on the housing site next to your property and project work is currently underway. .
I am happy for you to come along and go thru. the list of sites/projects & detail to you the constraints/policies[not DDC's] that can prevent development that the regeneration department assists major applicants to deal with. You questioned Roger on how that matters. I'll give you the answers.
