    David, regarding your question "are you telling me you have never been instructed to vote along party lines? The whip system in parliament is replicated at local level but on a less formal basis".
    I have never been told by Paul Watkins or anyone else for that matter, to vote along party lines. If there is an issue with which someone is not happy, then it is explained to them, the thinking behind it, the reason for it etc. and if that person still does not agree, they will vote according to their conscience - but just let Paul know that's all.

    Peter, on the Smarter Planning award, I have no idea if any hours were lost (lost from working on planning applications that is).
