  People forget that an employee's right reflects somebody else's obligation to them; there are no free lunches, there is always a cost to be met. This initiative will not help the smallest employers because they tend not to be limited companies and therefore cannot issue shares. Even incorporating a small business and putting in place the mechanism to issue shares to staff will be beyond the means of the majority of small traders. Additionally the shares of many such businesses will be of limited value in any case; so I really don't see who this will help except businesses like Tesco and Wetherspoons, who are well placed to honour their obligations under present laws.
