Jan, Labour made a binding law seven years ago, when eight eastern countries joined the EU in May 2004, that after 7 years (May 2011), citizens of those 8 countries will have unhindered access to British benefits in the same way as any western EU citizen.
The difference is, as I have pointed out time and again on the Forum, that the national average wage in the East is so much lower, that it is all too inviting for eastern EU citizens to move to the West to find work.
If large numbers will move to Britain just to find benefits, we will probably see over the coming months, but the law cannot be changed unless Britain quitted the EU.
I would be happy for eastern European countries if they could find a better way to economic prosperity, by impproving their own economy. They are all fertile countries, not like Niger in Africa with desert and scarsity of water.
Sommehow, the EU system is a failure East and West, as the constant bail-outs of western EU states shows and demonstrates, and the eastern EU states only survive through massive subsidies from us and Germany and a few others in the West (not loans, but handouts for free).
This is why we pay 50 million pounds a day to the EU.
However, no border-control can prevent an EU citizen from entering Britain unless there are criminal charges involved. To come here for benefits is perfectly legal according to binding British law as established by T. Blair and the EU, all the applicants need do is pretend they were looking for work for the past few weeks, or months (forgot now which).
There is nothing easier to do than that, you just need to show a string of addresses to which you applied for work, and a couple of written email replies from an employee saying: "sorry, try again next time", is a helpful added extra to wave about.
