I can only assume that once the call was put through to the ward the nurse in question would have taken it for granted that the call was kosher - why wouldn't she? She isn't going to question the caller's credentials for fear of losing her job for questioning a higher authority. The person who took the call seemed to be foreign and would not have been able to distinguish between the real and phoney Queen.
So burdened with the immense embarrassment and guilt and finding oneself in the public eye on every tabloid and news outlet on the planet the utter, utter shame was probably too much to take. It's one thing finding oneself in the local paper for some minor story and that can be bad enough but multiply that by millions and the result can be disastrous if, indeed, this was the reason for the poor woman to take her life.
