Receiving two ballot forms does not entitle you to vote twice, doing so would be electoral fraud. 15 years ago voter registration was done only in September. When you registered in Dover your parents did not de-register you from the family home. It is an easy mistake to make and quite common specially if that change takes place around the date for registration.
Incidentally, the card itself does not convey the right to vote, you do not need a card to vote as you just have to be on the electoral register and if you go to the polling station you can give your name and address and they can look you up, check you have not voted, and cross you off when they give you a ballot paper.
I do believe that for local elections, if resident in two locations in different council areas, you can vote twice, but not for national or European elections of course.
