  interesting piece on there this evening about littering and how much it costs us all as well as it being an eyesore.
  
  they centred on two northern councils bolton and doncaster that had enforcement officers cracking down on miscreants and issuing on the spot fines.
  
  they also covered middlesborough where officials did not issue fines but instructed people to pick up their rubbish and dispose of it properly.
  
  i didn't really see the point of the latter as the litterer would then do it somewhere else where in the first 2 they might think twice after having to shell out dosh.
