they centred on two northern councils bolton and doncaster that had enforcement officers cracking down on miscreants and issuing on the spot fines.
they also covered middlesborough where officials did not issue fines but instructed people to pick up their rubbish and dispose of it properly.
i didn't really see the point of the latter as the litterer would then do it somewhere else where in the first 2 they might think twice after having to shell out dosh.
I am pleased to hear there is an instant fine for littering; this would more than pay for any training or increased pay (if that were necessary) awarded.
I read in the Kent Policing magazine that PCSOs are to be given greater powers for issuing on-the-spot fines - great news, very pleased to hear that.
We'll need more of them though - and our own enforcement officers too of course, no point in allowing them to issue fines, if there's no one around to do so.
