    Who is responsible for The Grand Shaft opening to the public?

    To my knowledge no rules have been broken in the efforts to make it presentable to visitors. The longer it is kept shut the more laughable it makes Dover's treatment of its tourist visitors.

    It should have been opened at the beginning of April and here we are, a week before the Easter holiday weekend and nothing.
