Unfortunately Civil Enforcement Officers and PCSO's can't issue tickets for this. It's not a parking offence because he is entitled to unload. Only a warranted police officer can issue a ticket for driving on the pavement or obstructing the footway. Ironically if he parked a few feet out, just beyond the yellow lines, he would not be committing any offence while he unloads. From conversations I have had with DDC's finest, that is the legal situation.
