Farnham, where we recently spent 6 months, has a controlled parking zone throughout the town, except the centre. If your house has no off street parking you can buy an annual permit for fifty quid. This entitles you to park in all on street bays with no time limit and without buying a pay and display ticket. If you are a resident and have an off street parking place you have to pay £300 a year, also if you need one for a second car. It works well, particularly to deter the people who drive into Dover, park in the Clarendons then walk to work or off to the station, which I suspect is part of our problem here.
