I can see no reason why the Market Square plan will not work, it looks a very plausible scheme to me.
Maybe your negative viewpoint is because you have "been here all my life". It is the totally negative view from people that is to blame as well as our councils' inadequacies, far to many of us complain but happily sit back and wait for others to improve things.
Back to housing.
Many can afford the actual mortgage but find it almost impossible to save for the deposit, either because they are low earners or still want to have it all so spend their money on holidays and nights out rather than properly save.
