In essence - yes! Don't forget that in Dover District about 400 of us drop dead each year, and in spite of the stirling efforts of single teenage mothers in parts of the district we only have about 200 births. We should actually be needing fewer houses - not more! I wonder if there is any reason we 'need' to build? Perhaps Dominic Raab might be hinting at the reason?
