    What this proves Howard is that anything done through public expenditure costs a lot more than the same thing done by private individuals.

    No doubt the £4k includes a risk assessment, special training for those erecting the tree, special training for those putting on the decorations, a minimum nu,ber of people, a first aider standing by, someone to hold the ladder, ah perhaps step ladders are not safe enough and beaurocracy dictates some kind of special lifting machine. Such is the madness of the UK beaurocracy and daft rules.
