It is not a new thing Brian, back in the 90's my local council - London Borough of Redbridge - said and done exactly the same!!
What is different is that this Canterbury chap claims it is because people don't want to recycle. I don't see his logic as everyone has their own recycling bin so why would they not use them rather than carry stuff down the road.
Well I am absolutely shocked and completely surprised that a designated rubbish bin gets filled with .... rubbish.
