  Good effort from Charlie, I would go for the hotel idea which would mean bringing back the former staff as they had vast experience with an international clientele.

  Even better idea. Fill it full of failed asylum seekers and actually remove them (the clue is in the name of the centre).

  One of the biggest problems about removal is the refusal of their governments to issue travel documents/passports. A withdrawal of foreign aid from any country who refuses to accept their citizens on Border Farce issued temporary travel documents might concentrate a few minds methinks!
