  I thought the grand plan of selling it all off was a good one as long as the funds stayed captured in Dover. Yes I remember the morning very well Paul. However I think the idea began to fall on stony ground around the town when local people began to doubt that the money would stay in Dover.There seemed no real way of guaranteeing this in the end particularly so as the Conservatives were in very weak opposition.It was the heady days of Tony Blair with high majority rule.
