    Vic, every business that opens is taking a risk.Are you suggesting that we do not have new businesses in Dover? Every publicity drive to attract visitors runs the risk of losing more than it gains. Are you suggesting we do not promote Dover? Every application for funding runs the risk of being turned down. Are you suggesting we don't seek investment in Dover?
