To return to the rather dipsy US phraseology I used earlier. Things could improve if there was more of a sense of ownership rather than the trite accusation of responsibility.
I did have a look at the shelter via Google Maps the last time this subject came up and thought and still think that it's position is rather against it's being turned into a community display, event notice board or a working kiosk of some kind. Yet I understand that similar structures along the sea front are also targets of idle-hands. I do not know whether such structures are given the 'fair-ground' treatment and serviced and repaired off-season, but the tram shelter's dilapidation is not solely the work of hooligans.
The Tram Shelter does deserve a better position, one where it's all-round glazing could be used to full advantage. The fate of this structure could be turned around, literally, if it were found a more suitable site. Instead of the 'back' being fully glazed it could be fitted-out with a service window.
If grown-ups wish to keep something that fact should be evident in the upkeep of that something. When something looks uncared for how are the young to feel about it?
