Hardly surprising. The underpass is a rather unpleasant route, often flooded, regularly with a begger in situ, built on the cheap, when the lunatics at Harbour House lobbied successfully for the A20 to split Dover Town from Dover Seafront.
There have been plans around for years for an OVERpass between the two.
