    I think the responsibility for cleaning it off will lie with the property owner in the same way as in the case of fly tipping on private property.
    The desire to deface or destroy others’ property must be some sort of ‘mental illness’. Years ago such things were dealt with by the birch or the stocks and that usually put an end to it. Where did we go wrong?
