  I think despite the best efforts to put a good face on this it strikes me that:
  
  a) in many cases the Tories have fallen into the trap they perennially accuse Labour of, namely pulling power back to the centre
  
  b) the conversion of Quangos into Expert Panels will save little if any money in the short to medium term and frankly is a PR blow job.
  
  c) too little thought appears to have been given to the transition of responsibilities and the time required to do this properly. Good examples are the Film Council and the Human Fertilisation and Embryology Authority
