    Howard - no it is not a mere pr exercise. Many are being completely abolished along with some of the functions functions while Ministers will rightly take the responsibility for activities previously shifted off to quangoes so Ministers could then hold up their hands and claim 'not me guv'.

    Others are being reformed.

    No - it is not a money saving exercise but it is a shift towards better accountability, less government interference and more localism.

    It, of course, suits the opposition to place their 'spin' on it, something you seem to have bought hook, line and sinker.
