    I think it will be licensed quite soon - they already have table and chairs licensed and are working on street furniture like A Boards, so it makes sense to determine just how far businesses can encroach on the pavement.

    Some of them (not Paynes now of course) do put almost the whole of their shop out on the street, so some control is necessary, but I'm sure the businesses feel they are being screwed enough, so will not want to be reined in.
