They must have turned a blind eye to the beach itself. It's normally filthy with litter, broken bottles, beer cans and other stuff. Did they conduct their survey at night?
You must be using a different beach to me Howard. What normally happens is the the rubbish is cleared up by wondrous natural forces - ie. the tide.
I notice the annual shortage of bins on the beach comprising of perhaps three lots of two bins fifty yards apart. Inevitably they come loose from their moorings ( 3inch post dug into the shingle) and end up in the drink.
Still waiting for the bins on the prom to be replaced by ones with lids so that the gulls are unable purloin fast food from them after responsible people actually use them.
Howard you sure you're not working in the PR department for fountain the people who are supposed to keep the sea front clean?
What you fail to take into account is that we have had very few people using the beach over the past few weeks meaning that there will be less litter. Most of it will have blown away or been sucked away by the tide.
In a few weeks time when it's sunnier go down and take a few more snaps. I reckon there might well be a slight contrast between the pictures above.
