    I can see garden waste fly tipping increasing.

    After the recent high winds the sacks will be blown away and the licence lost, what will happen then.

    ............"Mr Walton says bin men will be checking purple refuse sacks and wheelie bins to make sure they are not being used for garden rubbish"............."If large volumes of garden waste are found to be present".........

    So the bin men will waste time tearing open purple sacks and rummaging in wheelie bins and a large volume to one person is not to another.

    Surely a better scheme would be a reasonable charge per bag/sack rather than a blanket licence. A small terraced house with one bag or less a month paying the same as a mansion with their six bags a fortnight is hardly fair.
