That is mainly the way I see it Jan, back in the 90s football clubs were being charged a fortune by the their local force for policing matches when really the officers just stood around with little to do. The clubs decided to train up match day stewards and instead of having 200 police officers it only required roughly 6 to back up the stewards. PCSOs and community wardens can do a good job by listening to residents and passing any relevant information on criminal behaviour to CID.
