    I don't know why, but the CITES Convention is keen on its checks being done at the entrance to a fiscal territory, rather than at an inland customs clearance site. Traditionally the checks have been at a low percentage and random, but it does mean offloading goods to check that, for example, the pianos don't have keys made of ivory.
