    Sid why do you think that they are waiting for a nod from some higher beings,Town Councillors are a intelligent bunch you know,and they discuss the pro's and Cons of the matter,there is no whip as you people keep indicating.Personally I am in favour of Freeman,but other people aren't.It is a matter of personal choice of those Cllrs on what they think the majority of thier electorate would want.
    It may be that some Councillors don't agree with it because for instance it would cost money to have a reception and what do the Freeman get,some sort of engraved momento,at what cost.They may think that the people put forward are not suitable,as I dont know who they are as I am not a Town Councillor I don't know.But at the end of the day each Cllr will vote and the highest vote either for or against wins.But I bet the Indies vote as a group,so much for Indies,perhaps they should be called Groupies of no Political Party.beats me!
