  I saw a programme about Wardens in London, the official line was there was no targets, however the secretly filmed induction for new starters blew that out of the water! I cannot believe that if the income generated by these people fell there would not be questions asked, if there is no target culture why do they not try and be more helpful rather than hiding away waiting for the clock to tick over before ticketing another victim? You hear so many horror stories of the Dover wardens that unless they were born to the job they are keeping up their figures to satisfy the powers that be.
