  that seems a long standing problem with online and phone payments at ddc, i know many a time that i tried and found that after going through all the card details, security details etc the transaction failed.
  
  a couple of years back a friend of mine got a parking fine here and after trying many times she decided to drive from margate to whitfield to pay rather than getting the fine doubled.
  
  all rather embarrasing as she is a thanet councillor and claims that they do not have the same problem.
