    The first document of the pack is on public consultation -

    3.3 Bond City Ltd were advised by Dover District Council ((after a 2000 Town centre Planning consultation) that the public consultation carried out by them had shown widespread support for the redevelopment of the site.
    They further advised that the public had made specific suggestions regarding the
    content of the development, particularly a wish that it include leisure facilities, but the
    District Council accepted at the time that many of these were either not practicable or
    not viable. They were not part of the brief to the developer.

    Seems with the appointment of Cineworld as one of the two main anchors, the public in 2000 had a better view of what was needed for the town than the council at that time or the developers!

    Roger - biggest retail food competitor to M&S in Dover is Morrison's, 2 hours free parking, that surely must be a consideration?
